December 22, CAS President BAI Chunli visited IGCAS，accompanied by LI Ting, Director of General Office of CAS, FAN Weiming, Director of the Bureau of Resources and Environmental, WANG Qingli, President of Kunming Branch of CAS, and LI Lei, Secretary of CPC Committee of Kunming Branch of CAS.

Taking a tour of the State Key Laboratory of Ore Deposit Geochemistry (SKLODG) and the State Key Laboratory of Environmental Geochemistry (SKLEG), President BAI Chunli fully recognized the laboratories’ achievements in sharing the large-scale instruments and equipment, and hoped the contributions of CAS’ large-scale instruments and equipment to the construction of national and local innovation systems to be surveyed and promoted.

President BAI Chunli had a meeting with IGCAS senior staff members including Academician LIU Congqiang, all five leaders of IGCAS, directors of all departments, and all full professors. Professor LI Shijie, Secretary of CPC Committee of IGCAS and Deputy Director of IGCAS hosted the meeting. On behalf of the IGCAS staff, Professor LI extended a hearty welcome to President BAI Chunli and his companions for the visit despite their busy schedule.

At the meeting, Director HU Ruizhong delivered a detailed report on the progress and obstacles in the third phase of the IGCAS’ innovation program, and the plot plan of “the 12th Five-Year” including the strategic role, three science and technology breakthroughs, five key research directions, establishment of technology platform, development of talents team, and improvement of management. To implement the cooperation between CAS and localities, Director HU Ruizhong reported the significance and the planning of establishing Guizhou Engineering Research Center of Efficient and Clean Use of Mineral Resources. Director HU Ruizhong also described the bottleneck problems blocking the development of IGCAS and ended his report with the wishes to CAS to assist IGCAS in constructing new campus and attracting high-level talents.

In addition, Academician LIU Congqiang, Deputy Directors WANG Shijie and FENG Xinbin spoke about other topics including attracting technology talents, training graduate students, Guizhou Province‘s demand for talents, and talents policies.

In his speech at the meeting, President BAI Chunli fully affirmed IGCAS’s achievements made in the recent years, and sent his congratulations not only to IGCAS on the start of construction for the new campus in Jinyang new district, but also to Professor LIU Congqiang on his election as CAS academician and his ‘Qianling Technology Award”.  Besides, President BAI Chunli highly appraised IGCAS’ proposal of “Three Changings” in reforming the institute’s mechanism (Changing the research organization from the one led by PI to the one led by team aiming to tackle the major scientific and technological issues; Changing the format of research achievements from the one dominated by academic papers to the one focusing on providing solutions; Changing the evaluation system from the one weighted on academic papers to the one based on multi-standard and highlighting on results).

President BAI Chunli also emphasized that the whole institute should act together toward a common goal of the “One Three Five” plan, fully performing the role of the IGCAS staff and the Academic Committee. Furthermore, as one among the first group of CAS institutes piloting “Innovation 2020” program, IGCAS is expected to consider its current status, improve macro-control ability, effectively allocate talents, funds and resources to the “One Three Five” plan, guarantee the goal with the focus on achieving major breakthroughs, and eventually make contributions not only to the national and local economic and social development, but also to the development of the rising strategic industries. Lastly, President BAI Chunli proposed the guidance on solving the issues including attracting high-level talents to IGCAS, enlarging graduate enrollment, and establishing Guizhou Engineering Research Center of Efficient and Clean Use of Mineral Resources.

On the morning of December 23, President BAI Chunli took a field trip to the construction site of IGCAS new campus in Jinyang new district, accompanied by HU Ruizhong, Director of IGCAS, LI Shijie , Secretory of the CPC Committee and Deputy Director Of IGCAS, and CHEN Jingan, Deputy Director of IGCAS. The other persons accompanied the trip included LI Ting, Director of General Office of CAS, FAN Weiming, Director of the Bureau of Resources and Environmental, WANG Qingli, President of Kunming Branch of CAS, and LI Lei, Secretary of CPC Committee of Kunming Branch of CAS.
